Bella Whelan, 1894?, Australia to Canada

Hello. I am having a bit of trouble researching a possible sibling of my great grandmother's.
The name was first found when I was doing research on my gg, Emma Whelan, born 1895, Bega, NSW, Australia, daughter of Thomas Whelan and Elizabeth Connolly. There were a couple of border crossings from Canada to the US for Emma in which she visited her sister, Bella.
I have found a possible record for Bella. She may have crossed into the US from Canada and the record has her birthplace as Bega, Australia.
There is a record of marriage for an Isabella Whelan, born 1893 in Australia and daughter of Thomas Whelan and Elizabeth Connor.
Now, that is so close that I have to consider it as a possible match. The only thing is that I cannot find a birth record for Bella or Isabella. I WAS able to find a birth record for Emma and several siblings at the NSW government pages online, but they have no record of an Isabella or Bella Whelan born around the right time, which would be 1893 or 1894. The dates of birth for Emma and her siblings allows room for one more that could have been born 1893 or 4, but where is the record?
I have no idea where to search next. ANY ideas or suggestions or look-ups are greatly appreciated and are very welcome.
