Although it's rather late I am in following up the original posting, I must say the postings have at least explained why,in researching my Whelan relatives in Newfoundland,I have come across Phelan very frequently,used in the 1700s and 1800s.
And just for the record, mostly it's spelled Whelan in Nfld.(sometimes though Whalen,not often), and always pronounced Way-len. At least I never heard it p5ronounced any other way in the 22 years I spent in Nfld. from birth onwards.
