Rebecca, what happens if you assume for the moment that the freemen requests are done in order of age? In this scenario: Thomas #1 was made/requested freeman 17 Apr 1637 - likely Thomas Wheeler [Sr.] "of Warley" b abt 1591 and he who married Ann Halsey 5 May 1613. I'm thinking that it's he who is likely listed on the 1635 "James"-- he'd be 44, whereas the younger Thomases would only have been 15 and 14, respectively. I know, not definitive. Thomas #7 was made/requested freeman 7 Oct 1641 - likely Thomas Wheeler, "Jr." youngest son of Thomas the Elder, younger brother of Thomas Sr, bapt Cranfield in 1620 and therefore 21. Thomas #8 was made/requested freeman 18 May 1642 - likely son of Thomas #1/Thomas Sr; chr 8 Dec 1821 Cranfield and therefore 21.
