From San Francisco, Sept. 22 --

-The captain of the bark Rover of the Seas, which arrived from Antwerp today, reports the death of Captain WELLCOMB, of the ship California, now overdue here, having been out 199 days from New York, who died off Cape Horn in bad weather.
