Samuel Webber and Mary Philpot married in 1778 in Rochester. They had five children, one of which was also named Samuel Webber who was christened in 1786 in Thanet, Kent. He married Ann Pilcher and they had nine children. Their fifth son was George Webber, born 29/11/1824 and christened 22/04/1825 at St. Mary in Rotherhithe. He (supposedly married) Jemima Cooper. I can't seem to find any evidence even your 1847 reference. They then had three children, as you know George Edwin Webber, born 14/02/1851 at 11 Albion Street, Rotherhithe and christened 06/09/60 with his younger brother Walter. At the time of his christening he was living at 7 Swan Lane, Rotherhithe. He then married Ann McKeith (I think) in Northumberland in 1874. They had John Webber. I think she died in 1879. He then married Jane Lightfoot, whom I presume you are descended from? They had Henry, Maggie, Mary and finally Walter in 1900. I'm not too sure on this you'll have to confirm it with me.
The interesting thing was that George and Walter were listed as scholars in the 1861 census. I found Jemima as a housekeeper in Clapham in 1871.
I have some other information to share. It would be good if you emailed me as well. As I have mentioned, I am a direct descendent of William Webber. I was thinking about George and Jemima not being in the census and it's just possible that they weren't home that night. Simple as that? I must still investigate further.
