I think that may be his parents, BUT.....
1. Since he was born 1815/20 you wont find him in a US Census named as a child. Names didnt start being recorded until 1850, prior to that only HOH Head of Household was named everyone else was simply a number based on male/female and age group.
So what you need to find is a birth/baptismal record.
The Andrew listed on this census page is:
Andrew Wx b: 11 Jun 1786 and wife Rhoda Ann ROGERS.
He is the son of Petrus WX and Catharina CIPPERLY. I only show seven children for them.
1. Peter Elias b: 1807
2.Joshua R. b:1808
3.Andrew A. b:1813
4. Clarissa b: 13 Nov 1814
5. Joseph H. b:1821
6.Irene b:11 Mar 1823
7. John b:1835
So it is quite possible they had Setphen in 1820, but I have found no birth/bapt record for him yet, and he wont appear named in a census until USC 1850 age 30.
Now what I also find interesting on the same page is line 10 an entry for: Perry C. BILLINGS and family. Remember that your death record for Sanfords brother showed his mothers name as Louise BILLS, I bet it should be BILLINGS, and those neighbors are Stephens inlaws. That maybe a way to find their marriage record?.
I also checked Andrew and Rhodas children to see if any of them moved onto Mich, but I dont find that happening they all stayed pretty much around Saratoga County.
So it would appear that this is a good possible match, but you would need to find some kind of birth record to confirm it, or else Bible records for Andrew.
All of Andrews children that I have a complete birthdate for were obtained from Church records of the Schaghticoke Reformed Church, Rensselaer Co. NY, the rest are estimates using USC or other sources.
Peter Wx (father of Andrew)
1752-1805 was the last Child of the immigrant ancestor Johan Andreas Widerwachs 1700-1783, by his second wife.
Whenever I look at a census I always try to check out the other names in the same neighborhood, at least one page either way. Sometimes you hit a little paydirt. I dont remember many church records on the USGENWEB site for Saratoga co. But based on before and after births of Andrews family it would appear that Stephen should appear in a churchbook in Rensselaer co., probably Schaghticoke. Since his siblings in 1807 & 1823 were baptised there I would suspect Stephen was baptised there as well.
I will see if I can turn up anything.
