Not my line...just have notes on many WATTSes of that area of Georgia.
In my notes, Neal, I show Joseph McConnell Watts was married three times. Joseph's first marriage December 1, 1838 in Floyd Co, Georgia was to Mary O. Winn. With HA's birth the following year 1839, Mary would have been his mother.
HA WATTS, according to descendant's notes taken from DAR website, married in Chattooga, GA (or Atlanta Fulton CO, GA)as the older children listed born ...Georgia.

A/64-17 (Mrs. W.W.McD. Jr.) (a) Richard Watts & wife, Elizabeth Townsend, b. Va., to Wilkes Co Ga., ca 1783, sons: Richard Jr., m. (???)?(???); Benjamin (R.S.) m. Elizabeth Key, in Va., to Jackson Co Ga., 1787; their sons: Richard Ivy Watts, m. Sallie Clements, 5/18/1809; Hope Hull Watts, m. Polly McConnell (dau. Joseph McConnell (R.S. of S.C.), and Mary McCurdy), 5/18/1809, lived Jackson Co Ga. and Gwinnett Co Ga. Polly d. Jan 1830; Hope Hull Watts moved to Polk Co Ga. son: Joseph McConnell Watts, m 1st/Mary O. Winn (dau. Rev. Genubath Winn & Margaret J. Camp), Floyd Co Ga. 1838. She d. Chattooga Co Ga. 1845. Son, Hope Asbury Watts m. Martha Mills (dau. Wm. Mills & Moriah Langston, Chattooga Co Ga.), who was father of Wm. Mills? Was his father, John Mills, in 1820 census Gwinnett Co., and in Chattooga Co., 1850 census? Who was father of Moriah Langston? Her sister, Pattie, m. Marian Williamson. (b) Parents Margaret Jondan, m. Hosea Camp, son of Nathaniel Camp, (R.S. of Va.) and Winifred Tarpley; to Ga. (c) Parents of Rev. Winn were Abner Winn and Lucretia Posey, dau. of Thos. Posey, R. S. Wish correspond & exch. data on above named.
