I have a copy of a book called "Anne Arundel County Church Records of the 17th and 18th Centuries" by F. Edward Wright. On page 108 it says that "Henry and Ann Watters are the parents of Godfrey Waters, son born September 17, 1703". This record is in the St. Margaret's Westminister Parish. This parish was described as being north of the Severn River and south of the Patapsco.
This seems to agree with the birth day you had. The book shows that Godfrey and Mary were the parents of Nicholas born 11/20/1740.
You can check worldcat.org by putting in the zip code for your area and the name of the book to see if there is a library near you with this book on their shelves. I believe that I got the book from Willow Bend Books and it may still be available. You might also check the Maryland Archives. They have a searchable web page and you might find Watters/Waters on a document that is online.
