Howard, I have no record of any descendant of Charles Washburn joining the DAR. As to establishing whether he was recognized for his Revoluntary War service, I can only cite from the "The West Virginia Heritage Encycopedia, Volume Nine, "The Soldiery of West Virginia"" as follows: (Charles Washburn) served in the Revoluntary Army as an Ensign of Infantry in a battalion which the Virginia Assembly ordered to be organized in Monongalia County in October 1776. Under this order, Monongalia County(from which Harrison County eas subsequently formed) was requires to send:three captains, three first lieutenants, three second lieutenants, and three ensigns. Each captain was to bring into the field twenty-eight men; each first lieutenant, twenty men; each second lieutenant, sixteen men; and each ensign , ten men. This represented a total of two hundred, twenty-two men for Monongalia County. As part of Charles contingent, he enlisted two of his brothers, James and Stephen into the battalion." As to the birth year of John Washburn, I had revised my data to show it as "abt. 1700", in part, as you cited, it is not likely that an eight year old would be granted title to land.
