I am sure you know that the people you mention, appear in the 1881 Census. Millicent aged 17 was living at Mellenear House, St. Erth with her parents Henry, born in Bristol, a shipbuilder and Harriet his wife. Both give their ages as 49 years. Also living there was Millicent's elder brother Henry aged 23 and five other siblings. All the children and the mother were born near St. Ives.
Henry Blair, born in Bristol, aged 31, an optician, was living at this time at 45, Princes Street, Bristol with his wife Grace, aged 28 who was born in St. Ives.
I have briefly looked for a some birth and marriage details on Family Search but nothing comes up.
Clearly there are a couple of coincidences here and one could question whether Henry Warren knew Henry Blair from his Bristol days or whether Grace was possibly a Warren by birth or even related to HarriettYou obviously have some reason for thinking that there is a link between the two families,which I do not know about.I do not know also where you are researching from but it could well be that the answer may be found by obtaining a couple of marriage and birth certificates. You can do this on line.
If you have any other information, I will look further.
