This was a federal unit though the men enlisted in KY. They did not make compiled service records for Federal troops. All you will find is the enlistment info and possibly a discharge paper.

Regiment - 28 U.S.I.
Enlistment - June 25, 13
Period - 1 year
Remarks - MR Capt. Moore's Co. Aug 23, Dec 31/13 & Jany 27/14. So there are 2 enlistment periods for this person.

It doesn't look like he or his family filed for a pension.
Watch out for the other Francis Spencer in Ohio. He is in Greene County and about 6 years younger than the one in Darke co.
