Militia Records of NC 3rd reg- need guidance

I have received info of my ancestor CHARLES WILLIAMS being in War of 1812 in 3rd Reg NC Militia (Moores) as a private listing box 227 roll 602. Do I order these records from NARA or from Raleigh State Archives? He was born 1785-90 in Lenoir, married 1811 in Robeson Co, where he died after 1870. I would appreciate some guidance on this.
