You're absolutely correct that those tombstones are standard Veterans Administration issue grave markers.The cross at the top indicates they were of the Christian faith.You also have the reading on both their units correct.
The Veterans Administration should have records as to who requested the headstones for both gentleman and when they were placed there.The placement would most likely have been in the 20th Century rather than at the time of their deaths and it may have been done by descendants or possibly a hereditary society such as the United States Daughters of the War of 1812 or the Society of the War of 1812.
The best way to determine where they enlisted is either from their compiled service records (which can be ordered from the National Archives) or a book on Kentucky Militia Units during the War of 1812.If you go to the National Archives web site (www.nara.gov) you can find a link to form NATF-86 which is used to obtain compiled service records.The records, if found, will provide when and where they enlisted as well as when and where discharged, usually along with other very interesting information.The information gathered can vary greatly, but as officers they are more likely to have considerably more information.
The Kentucky State Archives and the Filson Library have some great Kentucky resources to help in your research.Most major libraries will also have an index to Pension claims and bounty land warrants for veterans of the War of 1812 and you can check those for any listing.You can also send a submission to the National Archives for that as well. If they did file for either it usually can contain some wonderful information.
I checked my Registers for the Society of the War of 1812 and couldn't find a listing for either of the Roberts, so no one has joined our society prior to 1989 (year of our last Register) on their service.This leads me to believe the graves were marked either by a descendant or the USD 1812.
Someone else out there may have the index on pensions and bounty land warrants and can check them.Good luck with your search and let me know if you have any questions on the above.
