At present, I beleive this union relies on circumstantial evidence. Samuel Mountford was a blacksmith in Lewes, Sussex County, DE who died in 1786, naming in his will wife Frances, and daughters Elizabeth, Mary and Margaret King (wife of John King). Presumably, their first daughter (Margaret) was named after Frances' mother, supportive but not compelling. Daughter Elizabeth Mountford married Thomas Stokely in June 1788 in Lewes, DE. They named their first daughter Frances Pope Stokely. From this, I have concluded that Samuel Mountford's wife, Frances, was Frances Pope. I still seeking confirmatory evidence, but have not checked for new evidence in a while. If something else turns up, I will do a follow-up post.
