I'm familiar with the passport you quote because Lewis Sewall (note the correct spelling is SewAll) was my ggg-grandfather. He actually received two passports, the first in 1801 when he and his wife Elizabeth H. Wailes (Edward L. Wailes' daughter) moved to what became Alabama, and the second in 1809 when he escorted his mother-in-law's half sister, Eleanor (Davis) Wailes and her children. Eleanor was Ed Wailes' brother Levin's wife.
Edward and Levin's sister Elizabeth Covington Wailes married Philip Thomas (abt 1752-1821) who died in Franklin County, Georgia. It's plausible that Philip Thomas was the great-grandfather or great-great-grandfather of George Wailes Thomas, but you do have some searching to do in Georgia to make the connection (with luck, they left wills).
