Adam Waggoner b. 1808 VA, living in 1850 Washington, TN

I am looking for help on determining the parents of Adam Waggoner b. 1808 Virginia. He is on the 1850 census for Washington Co., TN, as is (his brother?) Wm. Waggoner b. 1805 Virginia. All the children were born in VA through 1844, then 1848 in TN. Wm. Waggoner is also Henry Waggoner on the 1860 Greene Co. TN census.

From viewing census records, my best guess at this point is that they were from Pendleton Co., VA, but that is a long way from Washington, TN.
