It is doubtful that John's first wife Lucy was a Waddy. The Waddy family doesn't include a Lucy who would be right for a marriage to John Tate.

"John Tate grew up and lived his entire life in one area of Virginia that changed from New Kent Co to Hanover Co (in 1720) and then to Louisa Co (in 1742). He probably never lived very far from his parents' residence. John married twice. His first wife was Lucy. Some people have stated that she was a Waddy, but after researching the Waddy family, there is no evidence that she was a Waddy. Since her son Zacharias named a son Anderson Tate, and there were Andersons in the parish, perhaps she was an Anderson." By Ann Blomquist
John Tate's second wife was Mary Waddy, a daughter of Anthony Waddy and Sarah Parke.
