Vehicle registration is under the jurisdiction of the Department of Licensing:

But, if there is even a far remote possibility that they might have such records in archives, they would probably charge for the search.The Dept of Licensing is not a genealogy related function.
I spent 32 years in law enforcement and at times attempted to identify the owner of a license plate, even those that had been issued in a 10 year period.The records were not available for even those.License plate records are of those currently on a vehicle.Old archives might identify those plates issued in past decade, perhaps a couple/three.But back to the 1920's?
As far as the purpose of your inquiry, I admire your thinking for detail.But, it's like a fingerprint found at a crime scene.If a record of that fingerprint isn't found, you can't find the rest of the hand...or the person.Nice try tho.
As far as the Pioneer Drug Store in Yakima, I don't have the answer; but a city directory could identify those years it was in business.A city directory is similiar to a phone book but different.The early years of publication did have some listings of commercial enterprises in a town/city...if they wanted to pay for the advertisement.Old phone books could identify some of the years it was in business.
BUT, if you are looking for a particular person, the city directories could identify them, possibly with employment at the Pioneer Drug Store.
It would sure help if you identified just what you are seeking.
