Hi Linda, dates are frequently off in Censuses. The Census takers either wrote down what they were given or wrote it down incorrectly or the source person didn't know the correct date or didn't want the government recording it.

The 1900 Census shows that Charles father was born in VA and his mother born in SC. The Whitmore's lived by themselves.

The 1910 census shows that Charles mother and father were born in TN. That's when they lived with the Woolsey's.

You might find out more info if you post in Greene Co., AR and White Co., AR. Successful Hunting!
