Coupeville is the county seat of Island Co. The address is Island County, PO Box 5000 Coupeville WA 98239-5000 phone 360-679-7359. I think that is the correct area code. There has been some changes in the recent past.
The Handybook for Genealogists says Co. auditor has birth and death records from 1870 to 1907, marriage records from 1855 and Indian records from 1853. Co Clerk has divorce, probate and civil court records.
