Hi Teena,
On page 136, Chapter "Sketch of Catholic History of Swanton, VT, Part 1", in book 'The History of Swanton, VT' compiled and edited by Rodney R. Ledoux, 1988:
"On April 8, 1801 Bishop Carroll of Baltimore made a formal agreement with Bishop Deneault of Quebec to care for the French speaking Catholics across the Vermont border."
