Vietnam mountain fortress

Hey i am currently stummped. I am trying to find out the name and location of a meeting place used by leaders in during vietnam war. It is only accessable by water and is deep in a mountain. with several chambers and is on a river? Plz help me find what it is. It may have been used by US or Viet Cong but not sure.
