If it's the VA that can't find his records, try the National Archives. There is a form there to fill out online to get a replacement DD214. Then you have to print it out, he has to sign and mail it to St Louis, MO., His records of service should be in St Louis. There are volunteers at the local VFW and American Legion, etc. who help with this sort of thing every day, if you have a problem getting records- call one of your local veteran's organizations and ask for help.
