I think I have two possibilities for you - one pretty good and the other more unlikely.
First, I found an entry for a "Jiles Vibbert" family in the 1920 Census for Horton Twp., Elk County PA. Jiles is 36 and his wife Lena is 35. They have two daughters - Ruth, age 9 and Lillian, age 6. They are living next door to a Bundy family. There are several other Vibbert families in town including a William Vibbert, age 91 (pretty close to your 1835 date). William is living (as father-in-law to the head of household) with James Matatall age 50) and his wife Hannah (age 39). William is listed as born in NY and his parents were also born there. Hannah was born in PA. I think this group of people seem to fit your details pretty well.
I also have a William E. Vibbert who was born in Harrison County, IN (near the KY border) on March 20, 1849. I have no further information on him and he is a little younger than what you are looking for but I just wanted to mention him anyway.
