VAN SCOYOC -- dutch or german?

I'm sure this has been covered at some point within this forum........

I have been told since I was a little girl that our name, Van Scoyoc, is of German (lowlands) decent. Other people, however, associate Van names with the Dutch.

Can someone please clarify for me?
