MA & Mary Vandewater:1880Census-NY- Names from Other Countries in Household-WHY?

I am looking for a Mary Link. In searching in FamilySearch.org, I found a Mary Link listed on the 1880 Census of New York, New York, (Manhatten), New York City-Greater New York. Does anyone know why these 4 immigrants were in the Vandewater household? Was this some type of home/family that helped people from other countries migrate here? Maybe they helped with their passage expenses to get here and then they worked it off or something? Is there any type of records anywhere regarding "passage homes?"
We are pretty sure this is the Mary Link we are looking for, but the answer of this may help our search. It appears that this Maggie that is listed was probably a sister to Mary. Our Mary Link married Charles Baylander and lived in Chicago, IL.
