Just in case anyone else is interested in these spots, I just got back from my trip and they were closed. There were signs hung along the fence beside the Colonial Parkway that read(basically)
"Areas beyond this point are closed to the public due to emergency conditions"

I am not sure if it was because of the "orange" condition we were at that week, or if it had been that way for the last 18 months. Maybe next trip I will contact the naval base and request an escort to the sites!!!
By the way, if anyone has any more info to add on this, please do! And I do have access to military bases as my husband is ex-Air Force.
