Was either the 9th Regiment VA Cavalry or 19th Reg. VA Cavalry raised in Sussex Co.?

There was a Thomas M. Moore in both Regiments and I'm trying to figure out which may be my Thomas, son of John Moore and Martha Chambliss from Sussex Co.

I checked the Civil War Soldiers and Sailors site, but it didn't say if either Regm't was from Sussex.

I appreciate any help.
