On April 2, 1870 legislation in Richmond required counties to be divided and laid off into compactly located townships. These became districts (schools, elections, census, ect.) Shenandoah Co has a Lee District at the south end of the county including New Market, Forestville, Quicksburg. This could be your Lee Twp.
