2 Russell Co. Petitions? When and Where?

At the Blanton website www.geocities.com/kyborninfl/Blanton.html there is a petition identified as belonging to Russell Co. Kentucky, but it is addressed to the Virginia legislature. This does not make sense. I am aware of a 1785 petition to create Russell Co. Virginia from a part of Washington Co., but this is a different document. Actually, the one posted at the Blanton site looks like it is a petition to create Lee Co. by dividing Russell Co. in Virginia. Does anyone recognize this. I see no date attached, but if it belonged to Lee Co. it would date to about 1793. Need help. Thanks.
