I don't think the census will help you answer this question. Since, Clarence was born in 1901, he would not show up in the 1900 census.

I would say that since John was already listed in the 1900 census with Susan and his brother Parker that he was most likely a cousin of Clarence's, but that is not guaranteed. Parker was 12 at the time of the 1900 census, so he was born in 1888 and he would not be in the previous census.

If you order you great-grandfather's death certificate, it should answer the question as to who his parents' were. You will probably also have to order the one for John C.
