Contact the Department of Health Bureau of Vital Records in Richmond Virginia for details, but I don't think you are going to find a death certificate for your relative. The Commonwealth of Virginia required birth, death, and marriage certificates from 1853 until ~1900, stopped for a while, then started up again about 1920-1925. This may be the reason the cemetery does not have a death certificate.
I don't think individual Virginia Counties keep log books on Births, Deaths, and Marriages.
