He was indeed Mayor of Pulaski, and if I'm not mistaken Jackson Park, located in the downtown area, was named after him. I have an obituary for his mother who died in Abingdon in 1961.

Mayors Mother Dies in Abingdon
Mrs. Lena M. Jackson, 86, Abingdon (Washington County, mother of Mayor C.V. Jackson, Pulaski, died last night of a heart attack in an Abingdon Hospital.
Surviving are five sons, E.R. Jackson and C.V. Jackson, Pulaski; F.A. Jackson, Sumner, Miss.; W.N. Jackson, Roanoke and Leslie M. Jackson, Portsmouth; two sisters, Mrs. Ed Addison, Meadow View and Mrs. F.R. Cogswell, Abingdon.
The funeral will be held Wednesday at 1 p.m. from the Baptist Church in Abingdon with the pastor officiating. Burial will follow in the family cemetery at Meadow View.
