Where was Orange, VA in 1669?

I have an ancestor, John Powell, in a sideline I'm trying to figure out. His parents were born in Old Rappahanock county ca. 1644. He was born in Orange, VA in 1669. From what I'm seeing what's now Orange, VA would have been Indian country then. What would his family have been doing there?

Then I'm wondering if Orange, VA in 1669 was something else, a much larger area that would later get divied up. Trying to find out what comprised Orange, VA in 1669
