If you are a family member/descedant, I believe you are allowed by Va. law to access a family cemetery even if you have to cross someone's property. Of course there's a matter of courtesy, safety or common sense to ask first. As far as vacant property, if you're headed straight to the cemetery from your vehicle and not just wandering, I doubt anyone would care. And I think you'd find that no one in the area would complain. There was an effort at one time to survey family cemeteries in the county, maybe through the historical society. "Sunny" Ash at the Jones Ash Funeral Home might be of help. I don't know her personally but she's handled most of my recent family burials there. If you're coming from some distance, leave plenty of time to see the area. Quite historical and charming. The Northumberland Historical Society has a few days their museum is open to the public and for research.
