Try using the State of Virginia at U.S. Gen Web. You can access this site from my webpage at:
Sanfords in Virginia
URL: http://members.aol.com/Scotchy2/virginia.html

I am also searching for information in some of the same counties that you are. For instance Norfolk County was once part of Portsmouth, Va. and S. Norfolk (city), Va. and is now Chesapeake, Va. It gets confusing, however the secret is to research all of your history for the time period that you are searching in in relation to what your ancestors where doing and where they lived at the time.

There is a listing of all Virginia counties and/or parishes at: http://www.virginiagenealogy.com/page15.html
Parishes of Virginia

Try this
