Technically the Tidewater area consists of
that whole eastern area of Virginia which is
flat. This goes from just east of Richmond
over to the Atlantic ocean and north up to
probably around Fredericksburg.
More colloquially, Tidewater (also known as
Hampton Roads) is the metropolitan area
which includes Va Beach, Norfolk, Chesapeake,
Portsmouth, Suffolk, Hampton, Newport News.
Depending on who you ask, it could also
include Williamsburg, Gloucester,
Jamestown, Yorktown and other cities on the
Peninsula between the James and York rivers.
For the time period you ask for, some of
the cities were still in counties such
as Princess Anne (Va Beach), Nansemond
(Suffolk), Isle of Wight (Smithfield),
James City County (Williamsburg), Norfolk
(Portsmouth), etc. Some of these counties
still exist, others have been gobbled up
by their cities.
