I believe the James McNeal in the 1880 census was the head of the household and that the census taker just forgot to fill in the proper data -- see below:

1870 census - Wicomico, Northumberland Va, 8 Sep. 1870, page 87

McNiel, Charles, 57, VA, farmer
Mary J., 46,VA
James W., 26, VA
Clemintine, 23, VA
Charles, 1, VA
------------
1860 census - Stony Hill, Richmond VA. image 76
Chas. B. McNeale, 45, VA, Sailing Master
Mary, 35, VA
James, 16, VA
Chas., 10, VA
Virginia, 7, VA
---------
I also believe that Clemantine was a Davis:

1860 - Heathsville, Northumberland Va, 14 June 1860, page 797
Oswald Davis, 53, VA, farmer
Matilda, 44, VA
Elizabeth, 20, VA
Alice, 18, VA
Clemantine F., 14, VA
Anastasia, 12, VA
Virginia, 10, VA
Hiram, 8, VA
Louisa, 5, VA
Alverta, 6/12, VA
---------
The family was in the same place in 1870 and Matilda was a widow.
--------------
1900 - Corrotoman Prec. Lancaster VA, June 1900, page 4b
McNeal, J.P., Aug. 1876, 23, married 2 yrs., VA VA VA
Viola, March 1884, 16, 1 child with 1 living; VA VA VA
Agnes, Nov. 1899, 1, VA
-------
they were next door to J.R. Bellfield, born ? 1857, 42, married 19 yrs., VA VA VA
Eliza, July 1864, 33, 7 children with 7 living, VA VA VA
I did not copy the names of the children
-----------
In 1910 John R. and Eliza J. Belfield, with 6 children were living in White Chapel, Lancaster VA (no grandchildren were with them)
--------------
I can not find Viola anywhere.
