As I stated before, Loudoun County Virginia did not exist in 1740, so that statement is incorrect.

There is this on Ancestry.com from an SAR application:

Thomas Mullen
SAR Membership:        82054
Birth Date:        1739
Birth Place:        Ireland
Death Date:        10 Mar 1832
Death Place:        Harrison, Kentucky
Spouse:        Elizabeth Garnett
Children:        William Mullen

A family tree posted on Ancestry.com lists his birth in 1739 in Ireland.
