The Death Register is not the same as the cemetery listings. Virginia required the registration of births and deaths in the county beginning in 1853 and continuing until 1896. From then until 1912 there was no such requirement. In 1912 the state began using individual death certificates.
It was usually up to someone in the family to report a birth or death to the court for recording one line in the county register, and this often did not happen. No appearing on the Death Register has is not related to any burial.
I have abstracted the 1912-1917 Loudoun Co Death Certificates and can tell you that there is no certificate for an Amanda Zimmerman, or any Zimmerman.
