If the information you have indicates that James Burns was born near Alexandria, than he was not born in Loudoun County. Alexandria is on the eastern side of Fairfax County next to the District of Columbia. Loudoun County is to the west of Fairfax County.

If he were born in 1786 and left in 1794, he would probably not appear in any county records.
