The only Popkins on the Loudoun Co Personal Property Tax Lists during the 1780's is a John Popkins.

From the Abstracts of the Loudoun Tithables 1758-1781" by the Sparacios:
Popkin, Robert's, John Popkin - 2 tithables       List taken by George West for 1760
Popkins, John & Robt. Popkins - 2 tithables       List taken by Josias Clapham 1761

After the above years, Robert and John Popkins appear separately as heads of households. Robert last appears on the 1775 list. In 1777 Robert was discharged from the payment of future levys. On 8 Feb 1779 his wife Catharine was granted Letters of Administration on his estate.

Farmer John Popkins purchased 144 acres in 1761 adjoining Robert Popkins. On the same date joiner Robert Popkins purchased from the same individual 141 adjoining acres. In 1764 Robert & wife Catharine sold 13 acres. On the same day he purchased a 1/2 acre lot in Leesburg. In 1767 he and wife Cathrine sold 128 acres. In 1770 they sold 1/4 acre of the lot in Leesburg. John sold 141 acres in 1771.

A Jacob Shively continued to appear on the Loudoun Personal Property Tax Lists until 1817. A Jacob Shively and Jacob Shively Jr. appear on these lists together in the 1790's.
