Many, MANY people did not own land, but rented it.....farms or land for businesses.....one could be a craftsman of many kinds...shoemaker, smith, tanner, ironworker, hatter, felter, etc...they could operate a store, teach school, operate a tavern...ALL without owning land. There would, in all probability, be no records for this sort of thing, and no records for the leasing of land....only those who owned the land and paid the taxes would be recorded.
