Where did people live that didn't own land?

I know this is probably a stupid question, but I am trying to find where my ancestor lived in King Georg County,VA 1791-1798 and he apparently didn't own land. But he withessed several deeds, sued and was sued in court, and served in the local militia. Best I can tell at this point it was somewhere in the area of Matthias Point, Chotank Creek and Upper Machodoc Creek.

How would people living in this area of King George County be employed if they didn't own land to work.

I find it strange that he owned several slaves, too. If he didn't own land, why would he need slaves?

Did people lease land? If so, are there records of this?

I know I will never find exactly where he lived, but it would be nice to know what he would have done without having land. It might even help me locate him.
