Karen,
I know it can be frustrating. What area did these people live in? You have to keep in mind that James City and City of Williamsburg are pretty much tangled together. Something listed in the city, may not be listed in James City, even though they are sooo close together (Williamsburg, James City and York county-all right together in what looks to be James City County.) Also, to confuse you further, New Kent County reached almost to City of Williamsburg at one time. When they redid the boundries, some of New Kent became James City. So it is good to check New Kent too (the south side).
