Looks like there were two men by that name.

Book: Landowners in 1815. Surry Co.....
Wilson, William, estate decd.....7 miles SE of courthouse.
Wilson, Willis, son of William....7 miles SE of courthouse.
Wilson, John, Gent....10 SE, 9 SE.
(There are several more Wilson's in the area, Goodrich, James Junior, James, Matilda, Sally, Samuel, Sampson)

Book: Guide to the Buildings of Surry.

A deed for the building of the new Courthouse dated March 23, 1796 lists a Willis Wilson and a Josiah Wilson among others.

As for Willis Wilson of IOW, my book states he was a native of Surry and appointed surveyor for IOW in 1833 for a period of 7 years. In 1830 he married Nancy Lightfoot (1813-1856), dau of Bartholomew Lightfoot. Issue: James Lightfoot, Willis, Sara Augusta, Mary E., and Ellen M.

May be a bit confusing for you. Good luck.
