Nell Nugent in the introduction to Cavaliers and Pioneers says that "It is not to be assumed that the claim for land ... was made immediately after the arrival." The headright is not "necessarily an immigrant". People paid for the passage for friends and relatives "in order to obtain the ... land." "Men of prominence through a voyage or repeated voyages ... appear as headrights of friends or relatives who" paid the cost in order to recieve the land. I would imagine that there were some who also "double dipped".
Those who are listed as being "transported" were not necessarily those who could not afford passage.
