That link doesn’t work any more. Here are a couple of current ones.

The LDS Family History Library has the lists from 1782 to 1850.*,0,0

The Library of Virginia (LVA) has the Halifax tax lists from 1782 to 1799. They circulate their microfilms through interlibrary loan.

I have seen the LDS film for 1782 to 1799 and can’t speak about what can be found in later lists.

After the first years, separate lists were kept for northern and southern districts. Occasionally, one part is missing. Only a few of these lists are available online. The tax lists generally have names of only the persons liable to a tithe, which were mostly white males over 21. The years 1783 and 1784, however, are important exceptions, for they list the name of every slave.
