Hi Ann, a number of us research Blanchet / Blancett / Blansett, and we have recently been looking at the family in southwestern Virginia. Your information dovetails nicely with some of ours.
In a nutshell, we suspect that Pleasant Blanchet and Sarah Tuggle lived together and raised a large family, but were never married, so their children sometimes went by Blanchet/ Blancett and sometimes by Tuggle. Pleasant was b about 1800 and appears on the Wythe County, VA census for 1830 and 1840, and after that Giles County 1850-1860. In Wythe County his wife was Nancy Matney (married 14 Jun 1837 in Surry County, NC). His son John M, when interviewed in the 1920s, said Pleasant had deserted his family leaving them almost destitute. The county records in Wythe County show the children being farmed out to various families. It seems quite likely that what Pleasant did was "run off" with Sarah Tuggle to Giles County in the 1840s where he began a second family, among them the "Elizabeth F Tugle" whose marriage to David Frazier you found. She was elsewhere known as Frances E, and she is with David "Frazer" as Fannie in the 1870 census for Giles County (another sister, Sarah Blancet, is in the household too). I believe you are correct that your ancestor Eliza or Lida is the one in the 1860 census as Eliza Blancett age 1 m. She was Frances's younger sister.
