I'm answering my own question for the benefit of anyone interested...

I got a microfilm on Interlibrary Loan from the Library of Virginia with the birth, death, and marriage records of Giles County, Virginia.

Indeed, Preston Sutphin married Eliza J. Tuggle on June 29, 1877 in Giles County, Virginia. No other information is listed.

I could find no birth record in 1859 or 1860 for either an Eliza Blancet or Eliza Tuggle (Apr 30 1860 is her birthdate doing the math backwards from her death record, which also lists her birthplace as Giles Co.).

Basically, I could not find any birth, death, or marriage records for any Blancets (under any spelling variations) or any other Tuggles in Giles County on this microfilm.

Except for one other "Tugle". Here is the record:

May 22, 1860 - Giles Co., VA - Elizabeth F. Tugle, single, age 27, b. Wythe County, VA marries David C. Frazier, widower, age 45, b. North Carolina. He is a farmer. Both parties reside in Giles Co., VA. His parents are listed as "not known". Elizabeth's father is not listed, but her mother is listed as "Sally Blancett"!

So there you go. Another crossing of the paths of Tuggles and Blancets. I think one day this stuff will get unravelled. In the meantime, I hope this information helps someone.
